Targeting world class safety and environmental standards, the RLOC ethane cracker has employed stringent policies and practices for health, safety and environmental (HSE) management from the very first days of construction. The sponsor companies (Chevron Phillips Chemical International Qatar Holdings LLC, QAPCO, Total and Qatar Petroleum) are deeply committed to protecting people and the environment.
The RLOC plant complies with the strict environmental standards prescribed by Ministry of Municipality and Environment of Qatar. In addition, the plant was designed and built to operate in compliance with applicable World Bank standards, Equator Principles, and US EPA regulations. These standards cover air and water emissions as well as noise reduction, minimization of solid waste generation, water conservation and treatment, and spill prevention and control. RLOC has installed a low profile flare, the first of its kind in Qatar. Unlike traditional flares, low profile flares are short and smokeless and have better destruction efficiency. Additionally, fuel gas and unreacted ethane produced as byproducts on the Ethylene Unit are both recycled and consumed in the process. Both these recycles reduce the amount of import feed and utilities required by the plant to produce ethylene.
Similarly, RLOC implements and maintains strict international standards to protect the overall safety and health of employees and site contractors. RLOC is operated in compliance with US Occupational Safety and Health (OSHA) standards. In addition, the plant maintains its own initial fire and emergency response systems which are more fully supported from the Ras Laffan Industrial City emergency response team. RLOC ensures that employees regularly participate in safety training. The ultimate goal is an accident-free workplace with no employee or contractor injuries.

- The RLOC plant operates to very high environmental standards by treating various waste water streams such as sanitary water and potentially contaminated water.
- Seawater from Ras Laffan Industrial City is used to cool the closed circuit cooling water (CCCW) through plate frame heat exchangers.
- The CCCW system is used to cool various process throughout the RLOC complex.
- The plant utilizes 'waste heat' from various processes to generate steam. This improves energy efficiency and reduce unfavorable environment impact.
